Governor J.B. Pritzker Calls for Property Tax Relief
101st Illinois General Assembly:
August 2, 2019, Governor Pritzker signed Senate Bill 1932, creating a Property Relief Task Force. Pursuant to Public Act 101-0810 The Property Relief Task Force, Section 5 of The Property Tax Code was amended by adding Section 24-36. According to 35 ILCS 200/24-36: (a) The Property Tax Relief Task Force is created. The Task Force shall utilize a racial and economic equity lens to identify the causes of increasingly burdensome property taxes across Illinois, review best practices in public policy strategies that create short-term and long-term property tax relief for homeowners, and make recommendations to assist in the development of short-term and long-term administrative, electoral, and legislative changes needed to create short-term and long-term property tax relief for homeowners."

Property Tax Hearings documented by IDOR
"The Property Tax Task Force, Social and Economic Disparities Subcommittee held 6 hearings across Illinois. Illinois Department of Revenue (IDOR) had a representative at each hearing to document the testimonies. The hearings gave a clear view of the tax burdens that Illinoisans face. The words “unfair” and “unjust” were common themes in these hearings. The hearing locations are included in the attached report, with the testimonies captured by IDOR."
"The Illinois Property Tax Task Force listened to the community and compiled its findings within this document. The Task Force learned that while property taxes were rising, some Illinoisans also experienced unfair property tax assessments. The Task Force also discovered that those erroneous and unfair property tax assessments have caused a disparate impact on the modification of mortgages for low and moderate-income families, and has contributed to the foreclosure crisis. Today we are faced with a regressive tax formula that favors wealthy communities."
"We heard testimony about altered, notarized land records that were recorded and sealed in Cook County. We also were made aware of undocumented land parcels in Loda County Township."

THE FOLLOWING WAS WRITTEN ON BEHALF OF THE GOVERNOR'S PROPERTY TAX RELIEF TASK FORCE - The Social and Economic Disparities Sub Committee, which includes the compiled testimonies, documented by IDOR of the 6 Legislative Hearings and served as a basis and introduction for the Illinois General Assembly's Final Report.
